well, if winner is not announced just the people who won get know that they won, then it is possible, or annoucement happens after every second day. Then it is possible that they & their money remain safe. Also i have seen many low level prisoners has more then 100k, when they can survive so can the winner of this lottery.

What Barbarian suggested sounds pretty fair, Winners get vouchers for the amount they win and have 48hours to claim money from warden (Time limit would be good to stop people building up vouchers and holding onto them)
