You may want to. We assumed players would cheap out and buy/trade for skulls. The further your quest progress, the more potential value you get when opening skulls. I won't go into detail, but I will say that some items that drop from a Sacrificial Skull won't drop if you haven't completed Phase 1 or 2.

The items are only calculated when the Skulls are opened. So you would get max reward potential even if you didn't complete Phase 3 when you initially purchased them, but did complete it later.

Just make sure you have Phase 3 finished before opening them.

Best advice: Finish everything. Then open Skulls. (the Lieutenants will tell you when there's nothing left to do)

What is phase 3? Isnt it just making skulls

Phase 3: You have to go in the Haunted House, kick some ghost ass, loot some shit, toss some Holy Hand Grenades, etc. Talk to the quest givers, they'll tell you.
