Not sure the amount of development will be done on the game, but this could be incorporated into the aspects of the game in the form of prison yard time. Each prisoner gets a set amount of yard time per day to train. Lower levels (and lower risk) have more time while higher risk prisoners (higher risk) have lower yard times to allow to train. Obviously this could then be adjusted by bribing the warden for more yard time, which could be a measured metric, which could be used to spot scripts and cheats.

Doing this also allows the game mechanics to remove over resources from the game, something that all microtransactional games must have.
